PROBLEM TO BE SOLVED: To obtain titanium oxide particles suitable as a photocatalyst, and a method for efficiently processing a pollutant or decomposing water by using the titanium oxide particles as a photocatalyst. SOLUTION: Titanium oxide particles 10 are manufactured by introducing vapor of a titanium compound 9 from the side of oxyhydrogen flame 5 while supplying an excessive amount of oxygen to simultaneously induce hydrolysis reaction and thermal oxidation reaction. Each of the obtained titanium oxide particles 10 has a form of a sphere having high sphericity, has a large specific surface area, and has an average particle diameter as small as from 10 to 100 nm, and in the particles 10, particles having 10 to 40 nm particle diameters occupy 85 vol% in the particle diameter distribution, and the particle 10 has high photocatalytic activity and excellent dispersibility and is suitable as the photocatalyst.
