PROBLEM TO BE SOLVED: To shorten the processing time required for the detection of failure.

SOLUTION: A failure detector includes a receiving part for receiving data flowing through a communication path that is a monitored object; an extraction part for extracting the values of the monitored items from data received by the receiving part; a decision part for deciding frequently appearing values, from the values of the monitored items; and a detecting part for performing failure detection, decided based on data from which values of monitored items which are decided as being extracted frequently.
