PROBLEM TO BE SOLVED: To provide a fixing device, fixing a liquid developer image on a transfer material without the occurrence of uneven fixing strength and uneven brightness and an image forming apparatus using it. SOLUTION: This fixing device includes a first fixing roller for heat fixing the transfer material to which the liquid developer image is transferred by a transfer means and a second fixing roller for heat fixing the transfer material fixed by the first fixing roller, wherein when the average surface roughness of the first fixing roller and the second fixing roller to the liquid developer is Rz1 and Rz2, respectively, the relationship therebetween is expressed by Rz1>Rz2.
