PROBLEM TO BE SOLVED: To provide a practical heat energy generating device and a heat energy generation method having an excellent heat energy generation efficiency. SOLUTION: The heat energy generating device 1 is equipped with a reaction container 2, where the powder of a Pd-containing alloy is enclosed, and a means for supplying high-purity hydrogen gas to the powder inside the reaction container 2. The powder is processed so that oxides on the surface of the powder are removed. The heat energy generation method includes a step of processing the powder so that oxides on the surface of the powder of the Pd-containing alloy are removed, and a step of supplying high-purity hydrogen gas to the processed powder.
