PROBLEM TO BE SOLVED: To provide a stabilizing apparatus and a stabilizing method of a carbonized material by which the carbonized material is formed into a stabilized material for a short time. SOLUTION: The carbonized material T produced in a carbonization apparatus 1 is stabilized by oxidizing to extinguish spontaneously igniting nature and has an apparatus body 51 constituting a closed space where the carbonized material T is charged, a heating means 56 for heating the carbonized material while keeping the inside of the apparatus body 51 at a prescribed temperature and a stirring means 52 for stirring the carbonized material T in the apparatus body 51.
