<P>PROBLEM TO BE SOLVED: To provide white conductive powder which has white inorganic powder as a base material and has a conductive layer consisting of a tin oxide layer containing antimony, and does not have a color tone of blue or gray, and has high white chromaticity with a superior conductivity, and its manufacturing method as well as its usage. <P>SOLUTION: The white conductive powder has white inorganic powder as a base material and has a covering layer consisting of a tin oxide layer of antimony content of 1.0-10.0%, and has an L value of 80 or more in the Lab color system, and the ratio (S2/S1) of a BET specific surface area (S1) before covering and the BET specific surface area (S2) after covering is 1.0<[S2/S1]<5.0.
