PROBLEM TO BE SOLVED: To generate a key component for each worker regardless of whether a password of another worker is changed or not, to improve work efficiency, and to maintain high security. SOLUTION: An encryption key generation apparatus includes: an input operation unit which is operated by a plurality of workers, to which an individual password is input for each worker, and which generates an individual key component for each worker; a password management unit which is disposed for each worker, manages the password for each worker and records a password change history in password management data; and a key generation unit which generates an encryption key based on a plurality of key components generated by workers. In a case where an input password is correct, the password management unit permits the generation of the key component regardless of whether the password of another worker is changed or not, and the key generation unit refers to the password change history recorded in the password management data and generates the encryption key if the number of times of changes is the same for all the passwords.
