PROBLEM TO BE SOLVED: To provide a base capable of being buried even in a special place such as a corner lot where a conventional base cannot be buried and capable of simplifying and reducing the time for operations with the base fixed when a columnar body is erected or removed or extracted for replacement and also provide a fixing device for base and the columnar body. SOLUTION: This base 2 formed in a bar shape comprises a base body 3 having the base end surface facing the columnar body 1 side and the end positioned apart from the columnar body 1; and a holding member 4 so installed that the base body 3 is swing along the axial direction of the columnar body 1. The holding member 4 is attached to the tabular section 17 and the projecting section 18 of the fixing device 15 through a cutout groove 12, and screwed with the tabular section 17.
