An operation time measurement means (28) for a transitive motion equipment (1) measures the operation time to store a measurement result of the operation time corresponding to a user identifier in an equipment operation table (TB2). A server (2) includes a motion history table (TB12) which correspondingly stores the user identifier and the measurement data of the operation time received by an external communication means (41) from the transitive motion equipment (1) over a network, an operation time/motion point conversion means (46) which determines motion points equal to quantified momentum of each user from such a user's operation time stored in the operation history table (TB12) for storage in the operation history table (TB12), and an equipment operation pattern decision means (47) which decides an equipment operation pattern number indicating operation status of the transitive motion equipment (1) at the time of operation by a user when a cumulative total value of per-user motion points stored in the operation history table (TB12) exceeds a specified threshold level, sending the decided equipment operation pattern number from the external communication means (41) to the transitive motion equipment (1).
