A fence with function of shock absorption and angle regulation is provided to connect guardrails at the fixed angle to the pillar, thereby making installation possible regardless of inclination. A fence with function of shock absorption and angle regulation comprises a pillar(100) having a slot(110) on one side through which a cable passes and through holes(130) on the other side, a block-out(200) which is fitted to the pillar so that guard rails are supported on both sides and has a positioning hole(210) to be aligned with the through hole of the pillar, and guard rails(300) which are connected to both sides of the block-out and coated with reinforcing material embedded with cables to be exposed.
