<p><P>PROBLEM TO BE SOLVED: To create a concealed text wherein the fact that secret information is concealed is prevented from being discovered. <P>SOLUTION: When the concealed text is created, a transmitting side information concealing device converts, in a character string of a cover text, ASCII characters (search character string C for replacement) inserted between the characters relevant to secret information into a half-width character string C, and converts ASCII characters (search character string C for non-replacement) inserted between the characters irrelevant to secret information into a full-width character string. That is, the transmitting side information concealing device suppresses the modification of the cover text to the minimum through the conversion between the half-size characters and full-size characters, so that no trace of concealing the secret information can be found.
