PROBLEM TO BE SOLVED: To provide a video signal processing apparatus and a video signal processing method, which can exert a contour correction effect whereby an always constant quality is kept for a number of different patterns of video data, and are sufficiently suitable for practical use with a simple configuration. SOLUTION: The apparatus comprises: extraction means (43) for extracting high frequency components of an input luminance signal (Y); acquisition means (44) for acquiring band frequency histogram data (P0-Pm) by amplitude level, corresponding to one frame, from the high frequency components of the luminance signal (Y); control means (481-48n) for subjecting the input luminance signal (Y) to gain control for contour correction processing based on a gain value provided from the outside; and production means (45) for producing a gain value to be provided to the control means (481-48n) on the basis of the acquired, respective band frequency histogram data (P0-Pm).
