PROBLEM TO BE SOLVED: To provide a cleaning device and a cleaning method used for manufacture of a panel for information display and capable of satisfactorily removing particles adhering to a surface of a cleaning roller and enhancing productivity. SOLUTION: In the cleaning device provided with the cleaning roller 12, a brush roller 14 and a suction device 15, a center axis around which the brush roller 14 is rotated and a center axis around which the cleaning roller 12 is rotated are disposed so as to slightly deviate from 0°, preferably by≤2°.
