PROBLEM TO BE SOLVED: To provide an electrochromic element wherein an electrode film, an ion conduction transparent film, a color developing film and the like are provided on a print surface of a base material and which has uniform color developing properties, and to provide a method of manufacturing the same. SOLUTION: In the electrochromic element 10 provided with a base material 11, a print layer 12 and a receptive layer 13 covering the print layer 12 which are provided on at least a part of one surface 11a of the base material 11 and a first electrode layer 14, an electrolyte layer 15, and the color developing layer 16 and a second electrode layer 17 sequentially layered on the receptive layer 13, the receptive layer 13 is composed of an acrylic resin water based wax and a relation of d1> d2 is satisfied when the thickness of the receptive layer 13 and the thickness of the print layer 12 are defined as d1 and d2, respectively.
