PROBLEM TO BE SOLVED: To provide an electrochromic element in which flexibility is enhanced and print onto a base material is easy, and to provide a method of manufacturing the same. SOLUTION: The electrochromic element 10 includes: a paper base material 11; a receptive layer 12 provided on at least a part of one surface 11a of the paper base material 11; a first electrode layer 13, an electrolyte layer 14, a coloring layer 15 and a second electrode layer 16 sequentially layered on the receptive layer 12.
