PROBLEM TO BE SOLVED: To provide an image processing apparatus capable of reducing the image quality of a restored image, when an image to be treated as a binary image is deleted from a multi-level image and the deleted image is later restored. SOLUTION: The image processing apparatus has a configuration, in which position information as information indicating the position of pixels to be treated as a binary image is used to determine whether a target pixel is to be treated as a binary image, with the pixel values of a plurality of pixels which are not treated as a binary image being used to calculate the pixel values of the target pixels, when the target pixel should be treated as a binary image; the target pixel is changed into the calculated pixel value; the position information of the pixel having the changed pixel value is changed into position information indicating a pixel not treated as a binary image; and the pixel values of the plurality of pixels which are not treated as a binary image are used to calculate the pixel value of the target pixels, when the plurality of target pixels are determined as being to be treated as a binary image by using the changed positional information.
