The processor may be configured to receive, at a device, a report from each of a plurality of mobile terminals, each report including a dynamic value indicative of a characteristic of the respective mobile terminal, define a group of mobile terminals based on members of the group having respective dynamic values similar to each other within a threshold amount, and provide the members of the group with rules defining criteria for at least some of the members with respect to providing future reports to the device.
