摘要 <p>It is possible to smoothly converge the average time allocation band to a target band. An optical terminal station device calculates a required amount threshold value for each of optical subscriber devices according to a difference between the average time allocation band and the target band for each of the optical subscriber devices and reports the calculated required amount threshold value to the optical subscriber device. Next, the optical subscriber device reports as a transmission request amount, a maximum transmission data amount up to a data delimiter which is not greater than the reported required amount threshold value according to the data amount accumulated in the buffer, to the optical terminal station device. Next, the optical terminal station device reports a transmission-permitted amount which can transmit the same amount as the reported transmission request amount to the optical subscriber device. Then, the optical subscriber device transmits a data amount in accordance with the transmission-permitted amount.</p>
