<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a retardation film for simply and easily controlling a retardation value of the film over a wide range. <P>SOLUTION: An oriented or stretched molding (film or stranded molding) constituted of a cyclic olefin resin such as an ethylene-norbornene copolymer is heat-treated at a temperature (fusion temperature or the like) of glass transition temperature or more of the cyclic olefin resin, and is molded thereafter into a film or a sheet, and the retardation film is manufactured by stretching it at least unidirectionally at a stretching ratio of 1.05-5.
