<p><P>PROBLEM TO BE SOLVED: To provide a method of judging rolling tightness of roll paper which permits a stable result to be obtained by a small measurement count and is simple and a tool for judging the rolling tightness of the roll paper. <P>SOLUTION: The method of judging the rolling tightness of roll paper uses the tool 1 for judging the rolling tightness of the roll paper which has a placement portion 2 on which the roll paper 20 is placed in a manner that makes the periphery of the body coming into contact with the portion, and a strip squeezing means 10 fixing one end to the placement portion 2 and having a load applying portion 11 applying a load on the other end opposite to one end, and wound circumferentially along the periphery of the body of the roll paper 20 as if to cover at least the upper side of the roll paper 20 placed on the placement portion 2. The roll paper 20 is placed on the placement portion 2, and the periphery of the roll paper 20 is squeezed by the strip squeezing means 10.
