NETWORK MANAGEMENT SYSTEM, NETWORK MANAGEMENT METHOD, AND PROGRAM FOR NETWORK MANAGEMENT

PROBLEM TO BE SOLVED: To provide: a network management system which can comprehensively measure the reliability of a network from outage information of network facilities and facility information related to deployment quantities of the network facilities; a network management method; and a program for network management.

SOLUTION: Network facilities information (1) including deployment quantity per network facility, and network outage information (2) including outage occurrence time and recovery time per network facility are stored in a network outage information DB (13). A cumulative outage time calculation means (15) refers to the stored information to calculate a cumulative outage time, and a cumulative outage volume calculation means (14) refers to the stored information to calculate a cumulative outage volume. An outage time change ratio calculation means (17) calculates an outage time change ratio indicating a rate of change of the outage time based on the calculated cumulative outage time and cumulative outage volume. A reliability measurement means (19) compares the outage time change ratio with a measurement criteria value entered separately to measure the reliability, then a display apparatus 4 displays the measurement output.
