PROBLEM TO BE SOLVED: To provide a device for detecting a cut point in a moving picture capable of precisely detecting a special cut point indicating dissolve and fade sections, and further an instantaneous cut point. SOLUTION: A moving picture data input section 10 is inputted with moving picture data. A color arrangement information extraction section 31 extracts color arrangement information in a screen from the moving picture data. An instantaneous cut point detection section 15 detects a point at which the color arrangement information between adjacent frames varies beyond a prescribed threshold as the instantaneous cut point. A special cut point detection section 16 observes a change in the color arrangement information extracted by the color arrangement information extraction section 31 for not less than fixed time, and detects the special cut point indicating dissolve and fade sections from the nature of change in the difference in the color arrangement information from adjacent frames.
