PROBLEM TO BE SOLVED: To achieve both defect resistance and reproduction characteristics. SOLUTION: This device includes a PLL processing HPF 40 having a cut-off frequency set to eliminate a defect signal component for a reproducing information signal read from an optical disk, and PLL processing is performed by using the reproducing information signal from which the defect signal component generated due to the influence of a fingerprint or the like has been eliminated. For a reproducing information signal processed by a signal processing part 50 and a decoding part 55 for performing binary decoding, no filter processing for eliminating a defect signal component is performed. In other words, only for a signal used for PLL processing performed to generate a channel clock or phase control information by an ITR system, the reproducing information signal having the defect signal component removed is used.
