PROBLEM TO BE SOLVED: To easily specify information that follows a search intention of a user even if a worker does not perform classification work of information beforehand. SOLUTION: A search navigation server includes: an input receiving part for receiving an input of a search query for searching document data; a searching part for searching document data with a search query; a clustering part for classifying the searched document data to generate a cluster; a label generating part for generating a cluster label for each cluster; a screen information generating part for generating, for each cluster, screen information in which the cluster label and the document data are described; a selection receiving part for receiving selection of the cluster label shown in the screen information, and a merging part for merging a plurality of clusters indicated by a plurality of cluster labels into one cluster when the selection of the plurality of cluster labels is received.
