PROBLEM TO BE SOLVED: To solve a problem that there is arsk of annihilation since thermal and nuclear power generation causes a rise in sea temperature by the whole electric-generating capacity and heat quantity, the sea temperature exceeds a thousand times within a century if China continues to grow at the rate of 10%, and this increases the torrential rain and wind speed of a typhoon 10 to 100 times. SOLUTION: Theoretically best engine hydraulic power generation emitting no CO<SB>2</SB>is achieved, and an opposed series full moving blade flywheel water turbine is driven by water gasification explosion power. Thereby, heat consumption is reduced to 1/539 the existing steam turbine, acceleration with the gravity acceleration of 9.8 meters/sec.sec. added downward in a vertical direction within a vacuum to the gasification explosion is achieved, the electric-generating capacity with a drop increased illimitably is increased as power remarkably exceeding a pumping input, the drop is increased 1,000 times, for example, the electric-generating capacity is increased around 1,000 times = gasification explosion power×gravitational acceleration the existing hydraulic power generation, the electric-generating capacity in the existing world is made to remarkably exceed by the hydraulic power generation emitting no CO<SB>2</SB>and performed anywhere, the thermal and nuclear power generation in the existing world is abolished, an automobile driven by a storage battery, a ship driven by the storage battery and all-electric home are led to the heyday by the use of inexpensive hydraulic power generation, and global warming is prevented.
