An apparatus for forming permanent micro magnetic domain, a method for manufacturing a low core loss grain-oriented electrical steel sheet, and a low core loss grain-oriented electrical steel sheet are provided to manufacture the low core loss grain-oriented electrical steel sheet of the wide width more than 1000mm by mounting a plurality of top punch sets in two rows. An apparatus for forming permanent micro magnetic domain comprises a supporting board(100), a top punch set(200), a punch set cover plate(300) and a drive unit. The supporting board supports and fixes a grain oriented electrical steel sheet(10). The top punch set comprises a plurality of punch blades(210), a punch blade hole, a punch plate(220) and a punch packing plate(230). The punch blade presses the top surface of the grain oriented electrical steel sheet located on the supporting board. A recess is deeply formed on the top surface. The punch blades are replaceable. The punch plate fixes the punch blade inserted into the punch blade hole with the constant interval with a fixing member(221). The punch plate is mounted on the lower part of the punch packing plate. The punch packing plate supports the edge part of the punch blade inserted into the punch blade hole of the punch plate. The top punch set is mounted on the lower part of the punch set cover plate. The punch plate is replaced and forms the recesses of various pitch intervals.
