An apparatus for determining the number of bits of data stored to a memory cell is provided to determine the number of bits of data detection information stored to the same memory cell and a memory data based on a critical error rate of the data stored to the memory cell. A bit determining part(110) determines the number of bits of data stored to a memory cell and the number of bits of data detection information. A data receiving part(120) receives data corresponding to the number of bits of the determined data. An error correction encoding part(130) generates data detection information corresponding to the number of bits of the data detection information by performing the error correction encoding about the received data. A data storage part(140) stores the received data and the generated data detection information to the memory cell. The data receiving part receives storage state information about the data. The data storage part stores the storage state information to the memory cell.
