An apparatus for measuring fluorescence using algae is provided to monitor the pollution level and ecotoxicology in a real time and reduce measuring cost. An apparatus for measuring fluorescence (100) comprises standard detection unit (110), sample detection unit (120), amplifier (130), central processing unit (140), LCD display unit (150), key board (160), and communication unit (170). A method for measuring fluorescence using algae comprises: a step of measuring the amount of fluorescence between original water and cultured water; a step of converting the light of the amount of fluorescence to electric signal and detecting and a step of comparing detected value, analyzing the value of the amount of fluorescence and outputting whether the water quality is polluted or not.
