PROBLEM TO BE SOLVED: To provide a device for manufacturing a coil spring capable of controlling the positions of first and second forming tools by simple operation processing and of easily carrying out the adjustment of the positions of the first and second forming tools by manual operation, and also to provide a method for manufacturing the coil spring. SOLUTION: The device for manufacturing the coil spring allows first and second slide drive shafts for driving the first and second forming tools 21, 22 to be vertically movable by a third slide drive shaft. A crossing point of first and second abutting reference lines V1, V2 extended from first and second abutting points 21P, 22P is made to be an original point 10P, and position control is carried out to allow a first abutting distance L1 from the original point 10P to the first abutting point 21P, a second abutting distance L2 to the second abutting point 22P, and a supply starting distance L3 obtained by adding a radius of a wire 90 to a distance to a wire supply starting point 12P to be the same with each other.
