PROBLEM TO BE SOLVED: To provide an image forming apparatus equipped with a developing device that forms a predetermined developer layer on a developer carrier without adjusting pressing force of a layer thickness regulating means. SOLUTION: The image forming apparatus has: an image carrier O; a developer carrier 34 for developing an electrostatic latent image formed on the image carrier O; a layer thickness regulating means 100 by which developer supplied to the developer carrier 34 is regulated to have constant layer thickness; power sources (70 and 90) provided for the developer carrier 34 and the layer thickness regulating means 100 respectively; a detecting means 80 for detecting a voltage applied to the developer carrier 34 for developing the electrostatic latent image; and a control means by which voltages applied to the developer carrier 34 and layer thickness regulating means 100 are controlled based on the detection result obtained by the detecting means 80, and the developer is supplied to the developer carrier 34. An adjustment is made so that a difference between the voltage applied to the developer carrier 34 and the voltage applied to the layer thickness regulating means 100 is kept constant.
