PROBLEM TO BE SOLVED: To provide an atomizer for forming a film, capable of making the particle diameter of the generated mist small and uniform, and having improved mist-forming capability. SOLUTION: The atomizer including a container 9 for storing a liquid 5 to be atomized; a solution tank 11 wherein the container 9 and an intermediate solution 6 are stored, with at least the bottom face of the container 9 immersed in the intermediate solution 6; an ultrasonic oscillator 4 disposed in the solution tank 11 to irradiate the liquid 5 with an ultrasonic wave; and a controller 3 for controlling the operation of the ultrasonic oscillator 4, which ultrasonic oscillator 4 includes a pair of electrode members disposed on either face in the thickness direction thereof, with one of the pair of electrode members constituted of a plurality of mutually insulated electrodes 40a to 40h and the other thereof constituted of a common electrode 40i, is characterized in that the controller 3 changes the electrodes 40a to 40h whereon a voltage is to be applied among the plurality of electrodes 40a to 40h.
