PROBLEM TO BE SOLVED: To properly detect abnormal status of a pump, regardless of its driving conditions or the like. SOLUTION: An abnormality determination means 12 includes: a first calculation unit 15 that stores rotation torque of first torque setting values at a fixed cycle, calculates an average value thereof and takes it as a comparative value, and calculates an upper limit side permissible range, and a lower limit side permissible range; second calculation units 16 to 18 that calculate an average value from rotation torques of second torque setting values greater than the first torque setting values to be stored and takes it as a reference value; and an abnormality detection unit 13 that decides a tolerance by taking the upper limit side permissible range and the lower limit side permissible range calculated by the first calculation unit 15 as an upper limit side permissible range and a lower limit side permissible range with respect to the reference value by the second calculation units 16 to 18, and based on whether a comparative value obtained by averaging the rotation torque of the first torque setting values falls within the tolerance from the latest, determines that a pump 2 is abnormal if it is determined that the comparative value does not fall within the tolerance.
