PROBLEM TO BE SOLVED: To reduce a size of data for restoration and generate no difference between image quality degradations in the image after restoration.

SOLUTION: An image combining unit 11 which combines an original image and a watermark image to generate an image with a watermark, a first frequency conversion-quantization unit 12a which performs frequency-conversion of the image with a watermark generated by the image combining unit and performs quantization, a second frequency conversion-quantization unit 12b which performs frequency-conversion of the original image and performs quantization, a difference extraction unit 13a which extracts data of a part different from the data calculated by the first frequency conversion-quantization unit in the data calculated by the second frequency conversion-quantization unit, a first compression encoding unit 14a which performs compression encoding of the data by the first frequency conversion-quantization unit, and a second compression encoding unit 14b which performs compression encoding of the data extracted by the difference extraction unit are included.
