PROBLEM TO BE SOLVED: To solve the problems, wherein in a conventional primitive cell in which a loop of a current path constituted by a power supply line and a grounding line becomes large and EMI noise caused by the loop of the current path cannot be reduced sufficiently. SOLUTION: A primitive cell includes an inner circuit 10, a power supply line 12 for applying power supply voltage to the inner circuit 10, and a grounding line 11 for applying grounding voltage to the inner circuit, and the power supply line 12 and the grounding line 11 are eccentrically located on one of the outer circumferential sides of the cell.
