<P>PROBLEM TO BE SOLVED: To perform optimum exposure control even when an invalid image area into which imaging light received by a lens does not entered is present on an imaging area of an imaging element. <P>SOLUTION: A valid image area detection unit 130 detects a valid image area into which the imaging light received by the lens 111 enters in the imaging area of the imaging element 112. A luminance calculation unit 140 calculates luminance in the valid image area. A gain regulator 121 regulates gain of the valid image area according to the luminance.
