PROBLEM TO BE SOLVED: To provide a printed matter with a latent image, which is a security printing matter requiring anti-counterfeit effect in the field of valuable printed matters such as bank notes, passports, documents of value, identifications, cards, and pass tickets, and which changes the observable image into a different image in accordance with the angle of incoming light. SOLUTION: The printed matter with the latent image includes a printed image on at least a part of the base material. The printed image is comprised of a background element group and an information element group, and furthermore, the background element group is segmented into a first printing element group and a second printing element group. A first ink is used to print the first printing element group, and a second ink is used to print the second printing element group and the information element group. The first ink and the second ink are a pair ink exhibiting such a property that their colors are the same in one observation angle in which diffusion reflection light is dominant, but the colors are different in the other observation angle in which regular reflection light is dominant. The image changes depending on whether light is the diffusion reflection light or the regular reflection light by adjusting the area ratio of the information element group and the area ratio of the background element group.
