PROBLEM TO BE SOLVED: To strike a balance between a human detection and brightness, in a single imaging part. SOLUTION: The illumination control device 2 of an illumination control system 1 performs a lighting up control of an illumination load 3 when a person exists in a region. In an image sensor 4 of the illumination control device 2, an imaging part 41 captures an image of a region by an imaging device with a plurality of light-receiving elements aligned. An amplifying part 43 amplifies the light-receiving value of each of the light-receiving elements. An adjusting part 44 adjusts the amplifying degree so that an average value of a whole of the output values of the amplifying part 43 in a first mode, and fixes the amplifying degree at a reference value in a second mode. An image treatment part 5 of the illumination control device 2 detects an existence of a person in the region from a distribution of output values of the amplifying part 43. The lighting up control device 8 of the illumination control device 2, while a lighting up state of the illumination load 3 is changed if the existence of a person in the region is detected in the first mode, performs a dimming control of the illumination load 3 so that an average value of the output values of the amplifying part 43 can be contained within a target region in the second mode.
