PROBLEM TO BE SOLVED: To provide a charging device that ensures smooth engagement of a cleaning rotor gear with another gear, thereby exhibits superior mountability of both gears. SOLUTION: The device includes: a cleaning rotor that cleans the surface of a charging roller and is removably configured along the extending direction of a first rotating shaft 21; a device case 131; a bearing where a charging roller is held in the device case 131 movably along a pressing direction X1; a biasing member for biasing the bearing toward the surface of an image carrier 2 along the pressing direction X1; a first gear 124 of a third rotary axis 121; and a second gear 164 for rotating the first gear 124. A line K1 for connecting the center of the second gear 164 with the center of the third rotary axis 121 is not matched with a moving direction X of the bearing. The bearing is movable to a position where a top 124c of the first gear 124 is not engaged with a top 164c of the second gear 164, and a gear tooth side of the side entering the second gear 164 in the first gear 124 is tilted in a thickness loss direction from the bottom toward the top.
