PROBLEM TO BE SOLVED: To provide a device and a method capable of manufacturing UD layer with sufficient machining property. SOLUTION: The device 1 for manufacturing the UD layer 7 from a filament bundle 10 of predetermined number includes a distributor 8 for feeding the filament bundle 10; a storage device 16 for temporarily storing the filament bundle 10; an extension device 27; and an exit.
