PROBLEM TO BE SOLVED: To provide a cleaning device that uses a cleaning roller made of an elastic body, stably supplies toner to a photoreceptor drum surface, suppresses occurrence of polishing unevenness, dash mark, leak trace, or the like and image deletion, and prevents increase in friction coefficient of a photoreceptor drum surface, and also even in use of a long time, and also to provide an image forming apparatus including the cleaning device. SOLUTION: This cleaning device has the cleaning roller that has a rotary shaft and a cylindrical elastic body disposed around the rotary shaft; irregularity is formed in the circumferential direction of the outer peripheral surface of the elastic body; and the irregularity is disposed over the whole length of the axial direction of the elastic body. The cleaning roller is arranged while abutting on the photoreceptor drum. The cleaning roller rotates in the same direction in the abutting section on the photoreceptor drum, the line speed ratio of the cleaning roller to the photoreceptor drum is 0.6-0.85, or 1.15-2.0, and the line pressure of the abutting section is 0.3-0.85 N/cm.
