Disclosed are a touch operation determination device, and a touch operation determination method and program wherein it is possible to avoid touch operations performed at the edges of a touch detection area from being determined erroneously. The touch operation determination device is provided with: a display panel (101b); a touch panel (101a) for detecting touch operations performed on a touch detection area (110) on the surface of the display panel (101b); a first area (111); an area setting unit for setting a second area (112) which is used for distinguishing between a tap operation and a flick operation, and which surrounds the first area (111) on the touch detection area at a width which is equal to or greater than a predetermined distance (D) from a touch starting point (SP) to a touch ending point (EP, EP'); and an operation determination unit for determining that a flick operation was performed when a touch ending point was detected in the first or second area after a touch starting point was detected in the second area.
