PURPOSE: A bicycle holder and a center administration device which manages the bicycle holder are provided to support a bicycle holder with a locker which locks or cancels using a metal bar according to the wireless certification. CONSTITUTION: A bicycle holder comprises a certification card(100), an insertion bar(200) and a housing(300). The certification card has the authentication information of a bicycle rider. The insertion bar is attached to a bicycle. The housing comprises a locking unit, a certification card reader(330) and a micro controller(310). An inlet hole is formed on the housing to insert the insertion bar. A locking unit locks and cancer the insertion bar. The certification card reader reads the authentication information of the bicycle rider recorded in the certification card.
