<p><P>PROBLEM TO BE SOLVED: To provide a seat belt controller, capable of setting a wake-up trigger according to the specification of a vehicle after manufacturing hardware, and a seat belt device with the seat belt controller. <P>SOLUTION: The seat belt controller 7 for controlling a seat belt retractor of the seat belt device is configured to maintain a sleep mode when a vehicle is in a predetermined state, and release the sleep mode upon input of a predetermined trigger signal. The seat belt controller 7 includes an input port 13 to which the trigger signal is input, and a switch 14 which responds to the input port 13 in 1:1.
