PROBLEM TO BE SOLVED: To provide a thermal fixing device for controlling supply of power to a heater through wave number control without exceeding the rating current of a commercial power supply even if an environmental change occurs during one cycle of control; and to provide a method of controlling the same. SOLUTION: The thermal fixing device includes: a heating element; a commercial power supply for supplying power to the heating element; a zero-cross detection unit for detecting the frequency of the commercial power supply; a thermistor for detecting the temperature of the heating element; a current detection unit by which the current value of the commercial power supply supplied to the heating element is detected every half wave; and a controller for controlling supply of power to the heating element according to the detected temperature of the thermistor. The controller exerts the wave number control such that the supply of power to the heating element and the stop of the supply of power thereto are conducted in a unit of a half wave of the commercial power supply and such that when the moving average of the current values detected by the current detection unit during a predetermined time, exceeds a predetermined value, the supply of power to the heating element is stopped.
