PROBLEM TO BE SOLVED: To provide a method of manufacturing a foamed resin product and a molding machine by which a surface cured layer composed of a foaming raw material can be formed. SOLUTION: The method of manufacturing a foamed resin product includes steps of: heating the surface of a heating mold among a plurality of molds to a melting point of the foaming raw material or higher; feeding the foaming raw material to a molding space formed by closing the plurality of the molds; forming a melting cured layer by melting the foaming raw material on a surface of the heating mold, by moving a moving mold that is at least a part of a mold facing a face not vertical in relation to the closing direction of the mold among the faces of the heating mold to the direction coming close to the heating mold; moving a moving mold to the direction of separating the moving mold from the heating mold; feeding the pre-foamed foaming raw material to the molding space; and feeding steam for welding the foaming raw material to the molding space.
