PROBLEM TO BE SOLVED: To provide a base material with a transparent coated film which neither causes a separation between a particle and a matrix nor generates a void even when a stress is given since the contact area of the matrix component is high, and accordingly which shows excellence in friction resistance, film strength, adhesion with the base material and the like. SOLUTION: In the base material with the transparent coated film including the base material and the transparent coated film formed on the base material, the transparent coated film includes mesoporous inorganic oxide particles and the matrix component wherein the mesoporous inorganic oxide particles have an average particle diameter (D<SB>P</SB>) in the range of from 0.5 to 20μm, and oil absorption in the range of from 0.1 to 1.3 ml/g; the average pore diameter (D<SB>MP</SB>) of the mesoporous inorganic oxide particles is in the range of from 0.002 to 0.5μm; the ratio (D<SB>MP</SB>)/(D<SB>P</SB>) of the average pore diameter (D<SB>MP</SB>) to the average particle diameter (D<SB>P</SB>) is in the range from 0.001 to 0.1; the surface of the mesoporous inorganic oxide particle is treated with an organic silicon compound represented by formula R<SB>n</SB>-SiX<SB>4-n</SB>(R are 1 to 10C non-substituted or substituted hydrocarbon groups and may be identical to or different from each other; X is a 1 to 4C alkoxy group, hydroxy group, halogen or hydrogen; and n is an integer of 0 to 3); and the content of the mesoporous inorganic oxide particles in the transparent coated film is in the range from 0.01-80 wt.% as a solid component.
