PROBLEM TO BE SOLVED: To provide a bottom-blowing converter which includes two rows of bottom-blowing tuyere group on the furnace bottom, the bottom-blowing converter stably suppressing sloshing of molten iron from beginning to ending of the number of use of a converter body. SOLUTION: The bottom-blowing converter 1 including two rows of the bottom-blowing tuyere 7 group having a tuyere row interval D is characterized in that the tuyere row interval D is determined in such a manner that the amplitude A of the sloshing caused by bottom-blowing gas and calculated by the following (1) expression based on the bath diameter L and the stationary bath depth h of the molten iron in the converter, becomes smaller than distance H from a molten iron bath surface at a stationary condition to a molten steel tapping hole and the bottom-blowing tuyere are installed. In this case, in the expression (1): A=(a/D)×[1/(2πf)<SP>2</SP>], A is a amplitude (m) of the sloshing, a is a constant determined by an operational condition, D is a tuyere row interval (m) in two rows of the bottom-blowing tuyere group, and f is a frequency (1/sec) of the sloshing.
