PROBLEM TO BE SOLVED: To obtain a base station apparatus which improves communication throughput and reduces delay while suppressing interference between cells. SOLUTION: A base station apparatus includes a processor unit for implementing processing to assign RB for non-cell-end terminal and processing to assign RB for cell-end terminal. In the assignment of RB for non-cell-end terminal, a candidate terminal to assign a processing target RB is selected based on a first metric value, a comparative terminal is selected based on first and second metric values, and the processing target RB is assigned based on whether or not the candidate terminal is a non-cell-end terminal and a magnitude relationship between the second metric values of the candidate terminal and the comparative terminal. In the assignment of RB for cell-end terminal, a candidate terminal to assign the processing target RB is selected based on the first metric value, a comparative terminal is selected based on the first and second metric values, and the processing target RB is assigned based on whether or not the candidate terminal is a cell-end terminal and a magnitude relationship between the second metric values of the candidate terminal and the comparative terminal.
