PROBLEM TO BE SOLVED: To prevent erroneous operations and useless inputs by a user by locking the input from the user in accordance with the condition of a monitoring terminal on the occasion of setting the monitoring terminal with a Web browser in the monitoring system for monitoring the facilities. SOLUTION: If input of setting becomes impossible after input of setting value with the Web browser because the monitoring terminal is restarted after the input setting, the Web browser does not display the link of the input setting screen to the page of the top screen in view of not displaying the page of input setting screen. Meanwhile, when input of setting in turn becomes possible, the Web browser displays the link of the input setting screen on the page of the top screen in order for the Web browser to display the page of the input setting screen. Moreover, immediately after the input setting of the setting values, the Web browser is controlled not to display the page of input setting screen and display the page indicating that the input setting is under processing.
