PROBLEM TO BE SOLVED: To notify a user of a telephone terminal about identification information of an originator when the telephone terminal which does not hold telephone book data internally receives an incoming call. SOLUTION: A call connection controller includes: a means for receiving a call connection request addressed to a recipient telephone terminal including an originator telephone number and a recipient telephone number from an originator telephone terminal; a means for obtaining the originator telephone number and recipient telephone number from the call connection request, sending a noticing information request including these telephone numbers to a user information managing device connected via a communication network, and receiving noticing information including originator identification information correlated with the originator telephone number and a notice destination address correlated with the recipient telephone number from the user information managing device concerned; a means for sending a message including the originator identification information addressed to the notice destination address; and a means for sending the message to then send the call connection request to the recipient telephone terminal.
